SCICAP was founded in July 1965 by Clyde L. Taff with mission to provide advocacy and services for disadvantaged persons and bring about institutional change for the benefit of the people it serves and the community at large. The agency governing board updated mission in April 2016 to be “In collaboration with community partners, the mission of South Central Iowa Community Action Program is to provide advocacy and services for persons striving for economic security while preserving their dignity and bring about change for the benefit of the people we serve and the community at large”. The agency serves Clarke, Decatur, Lucas, Monroe and Wayne counties in rural southern Iowa. In 2017, the agency also began providing PAT (Parents as Teachers) services in Appanoose and Davis Counties through Early Childhood Iowa.

The agency provides a variety of programs to assist families with different needs. Everyday problems with food, housing, money management, education, and employment may seem overwhelming at times. The trained county outreach center staff work with families to help them overcome those everyday problems so that they may achieve self-sufficiency.

Clyde Taff was the first Executive Director from July 1965 to January 1st, 1995 when Jim Smith was promoted to the position of Executive Director. Jim Smith served as director through April 2018 when Brenda Fry was promoted to the position of Executive Director.
